However, on transiting through Heathrow on his way to Africa, officers notice that he hasn't got any personal luggage and his suitcase is full of prescription drugs leading officers to think he will try and sell them on the black market in Africa.

Officers see that they are both diplomatic bags and are therefore supposedly immune to being opened. However, upon closer inspection, officers see that they are fake diplomatic bags.
